Lori G. Kennedy, the President of KEA Group, has extensive experience in transportation planning, NEPA documentation, Public Involvement, design and construction oversight of state-aid and federal-aid transportation projects.  Lori is a nationally recognized authority in the completion and approval of NEPA documents for state DOTs.  Ms. Kennedy has 23 years of combined transportation design and NEPA documentation experience including all public involvement aspects.  In the 10 years she worked for the Federal Highway Administration (FHWA) she coordinated and approved hundreds of NEPA documents to include:  Categorical Exclusions, Environmental Assessments and Findings of No Significant Impact Statements, Environmental Impact Statements and Records of Decisions, Supplemental NEPA documents and Reevaluations.  KEA Group specializes in a number of NEPA components from startup to document finalization and approval by the FHWA that include:  Agency Coordination; NEPA documentation; Permitting; Wetland Delineation, Documentation and Coordination; Threatened and Endangered Species Surveys; Section 106 Evaluation, Documentation and Coordination; Alternative Avoidance and Minimization; Environmental Justice Analyses and Documentation; Coordination with Relocation Studies an PAR Coordination and Documentation; Public Information Meeting Coordination and Documentation; Public Hearing/Information Meeting Coordination and Documentation.

KEA Group also provides Construction Phase Services for County Governments and State Department of Transportation agencies in the southeast.   Lori has personally managed a GDOT District Wide CEI Program for the Thomaston District while our firm is currently a team member on both the Gainesville and Cartersville CEI District-Wide contracts.  During her tenure at FHWA, Ms. Kennedy was appointed Acting FHWA Transportation Manager responsible for managing the $530 million statewide construction and statewide Federal-aid environmental clearances programs.
